DOWA ALLEGED ABUSE OF PUBLIC RESOURCES , AUDIT QUERIES
District Commissioner for Dowa, Alex Mdooko, has asked the council members and the media in the district to always love their district for development projects to continue being implemented in the interest of every one.
Mdooko made the call on Tuesday during the full council meeting held at the boma following alleged reports that over 400 million Kwacha public resources meant for the poor in the district was abused by the council.
Finance service committee chairperson, councilor Mayamiko Kambewa, informed the members that there’s an overall balance of CDF funds amounting to K25,450,119.19 mostly due to unfinished projects alluding to the transitional period of elections and lack of proper handover in some constituencies of the district.
Kambewa said the compliance Audit findings for 2017/18 by National Audit office ,has revealed none usage of relevant committees in implementing CDF projects, payment vouchers without supporting documents and unverified CDF procurements.
He said the Audit has also revealed figures for stores not accounted for, K38,453,772.30, fuel not accounted for, K56,945,640.15, School Improvement Grant( SIG) not recorded in school cash books,K68,706,087.36, expenditure returns not prepared and submitted, K218,196,990.23 and receipted vouchers not produced for Audit, K11,017,560.00.
Mdooko said he was disturbed having heard of the reports in the media and was not sure that the whole money was abused saying the reports were just Audit queries.
He said Audit queries happens the whole country including in ministries and not Dowa council alone saying the reports are from people who always wants Dowa to be in the news.
Dowa East parliamentarian, Richard Chimwendo Banda,said Audit queries have to be responded in time urging the Secretariat to work hand in hand with the service committees to ensuring that the queries are cleared.
On his part, Dowa West parliamentarian, Dr. Ephraim Abel Kayembe ,called for a specific time frame to address the abuse of resources issue so that the culprits are exposed.
Dr. Kayembe also asked the Secretariat to give him the CDF balance for his constituency so that he can know how the funds were used for public interest.
