
`Malawians will have to wait a little longer for foreign firm Baarkat Foods Limited to refund part of the K750 million that was meant for the 2022-23 Affordable Inputs Programme (AIP).
The development comes after, on June 3 this year, Attorney General Thabo Chakaka Nyirenda announced that the High Administrative Court of Bavaria, which is based in Munich, Germany, had issued a final confiscation order in respect of Euros 516,000.00 (about K565.6 million) of the misappropriated K750 million.
However, Chakaka Nyirenda told The Daily Times that the money has not reflected in Smallholder Farmers Fertiliser Revolving Fund of Malawi (SFFRFM) bank account because there are some procedures that have to be followed.
“We should expect the money possibly [by] mid next month [August].
Remember that, after the court order, we were supposed to submit some documents because their refund procedures required us to do that.
The documents were then assessed but we have been told that there is a need for further assessment.
[As] you know, each country has its own rules.
As such, they cannot bend their rules and we just have to follow their rules,” he said.
SFFRFM Executive Director Richard Chikunkhuzeni confirmed last week that they were yet to get the money.
“The funds are yet to reflect but we do not have any doubts. We are simply waiting [for that to happen],” he said.
Meanwhile, Chairperson for the Parliamentary Committee on Agriculture Sameer Suleman has asked the government to expedite the process.
“Why should it take almost a year for the money to be sent back?” he queried.
The Ministry of Agriculture engaged SFFRFM to process the procurement for AIP this year. SFFRFM identified Barkaat Foods Limited and paid K750 million to lock the price but, after pocketing the payment, the company terminated the contract.“`
