A concerned citizen of Malawi Mrs. Elizabeth Kaliza Banda, has called on church going members, religious leaders and all those who praise the Lord as the creator of Heavens and Earth, to pray very hard for President Professor Arthur Peter Mutharika not to sign CDF Amendment Bill into law.
Kaliza said since the inception of Constituency Development Fund (CDF) in 2006 with K1 million for every constituency and later, raised to K100 million, then K200 million but checking in the constituencies, there is little or no development projects implemented.
He said most of the people are not aware of Constituency Development Fund (CDF) because councilors who used to live with the people are not part and parcel of the funding mechanism observing that MPs are the ones that are implementing projects with or without the knowledge of councilors.
The matter advocating for councilors to be part of the CDF reached the courts where guidance was made that Members of Parliament (MPs) should not be part and parcel of CDF saying their duty will be to formulate policy guidelines for the funding mechanism.
Members of Parliament (MPs) after sensing danger that councilors joined by stakeholders will implement tangible development projects in the constituencies which will speak for them in the 2030 elections, MPs agreed to deliberate the CDF by amending it that they be part of monitoring it.
The CDF Amendment Bill was passed by Members of Parliament and on the day of passing the Bill, there was jubilations in the House by both government and opposition benches praising themselves for a job beautifully done that they are now part and parcel of the CDF monitoring.
The State House has communicated to Malawians that President Professor Arthur Peter Mutharika has now received contents of the CDF Amendment Bill saying the President will review it before signing it into law.
Kaliza said Malawians prayed hard to God the Almighty not to allow President Dr. Lazarus Chakwera bouncing back into government for not listening to the cries of the citizens saying this time around, they will pray for the CDF Bill not to be signed into law.
She has advised President Professor Mutharika that she was voted into the office of presidency by Malawians not Members of Parliament (MPs) reminding him not to forget the people that voted for him to win the 16th September, 2025 elections with landslide victory
The citizen said President Professor Mutharika has nothing to lose by siding with Malawians so that his legacy is not destroyed, expressing hope and trust that Mutharika who Malawians are seeing today is different from that of 2014 to 2020, he will not sign CDF Amendment Bill into law.
