Mwanza Council Sets Development Vision as Government Urges Preparedness for Restructured CDF

Mwanza District Council has unveiled an ambitious development vision aimed at transforming the district’s economic landscape, as government calls on local councils to prepare for the implementation of a restructured Constituency Development Fund (CDF).

Mwanza District Council Chairperson, Kaisi Chimbalanga, said the council is prioritising strategic infrastructure and commercial projects to stimulate economic growth and improve service delivery.

Chimbalanga made the remarks on Friday in an interview with Malawi News Agency (MANA) after attending an interactive meeting with Minister of Local Government and Rural Development, Dr Ben Phiri.

He outlined key planned projects, including the construction of a modern shopping mall, installation of street lights along the M6 Road from Mwanza Boma, expansion of Mwanza Market, and the introduction of a designated parking area for vehicles as part of efforts to widen the council’s revenue base.

“We want to change Mwanza District with new development projects that will benefit residents and business people. These initiatives are meant to modernise the district and create an enabling environment for investment,” said Chimbalanga.

He added that the council is committed to ensuring that the projects are aligned with community needs and national development priorities.

Speaking to the media after the meeting, Dr Phiri emphasised the importance of councils having clear and well-articulated development visions, noting that this is critical for attracting financial resources and investors.

“If Mwanza does not have a vision, money can remain at the council without being used. A clear plan helps councils utilise resources effectively and attract partners,” said Phiri.

The minister further urged Mwanza District Council and other councils across the country to prepare adequately for the restructured CDF, stressing the need to put in place all necessary systems and parameters ahead of the new financial year, which begins on April 1.

He said government expects councils to be proactive, accountable and ready to implement development projects that directly benefit communities under the revamped funding framework.
