Some community members in Lupaso in Mzuzu City are questioning the billing of a toilet constructed at Lupaso under-five clinic in the city.
Their calculations indicate that roughly, the toilet could use about K2.4 million at its completion but the Bill of Quantity (BOQ) in our possession states an amount in excess of K20 million.
On the BOQ, the toilet is labelled VIP and was allocated 226 bags of cement, 11 steel door frames, 35 corrugated iron sheets (18 ft) among others.
Times 360 Malawi inspected the clinic and found that the toilet is almost complete but only has two rooms, one for males the other for females, seven wood planks about 2 metres long carrying five iron sheets—not corrugated and no windows.
Newton Chione, Secretary for Lupaso Ward Development Committee, said they were never given the plan for the toilet but their total budget was estimated at around K2.4 million.
But Mzuzu City Council spokesperson McDonald Gondwe said the BOQ is unrealistic, blaming the communities that they are responsible as dictates of CDF give them powers to get quotations of goods and services, among others.
