The Greenbelt corruption saga has entered a critical and politically charged phase following the arrest of two more senior figures linked to the controversial Greenbelt Authority (GBA) projects—an affair now widely regarded as one of the largest corruption scandals in Malawi’s history.
The Anti-Corruption Bureau (ACB) has confirmed the arrest of Dr. Chisomo Kumbuyo, Director of Irrigation Operations at the Greenbelt Authority, and Stanley Bakolo, Managing Director of PLMB Engineering Investment, over their alleged involvement in irregular and suspicious payments tied to Greenbelt-funded projects.
In a statement signed by ACB Senior Public Relations Officer Jacqueline Ngongonda, the Bureau said the arrests were carried out on January 19, 2026, as part of ongoing investigations that were publicly announced two days earlier, on January 17.
Billions Meant for Farmers, Lost to Corruption
At the heart of the investigation is the alleged plunder of more than K36.7 billion in public funds—resources that were intended to revolutionize irrigation farming, boost food security, and reduce Malawi’s dependence on rain-fed agriculture.
Instead, investigators suspect the funds were diverted through inflated contracts, dubious payments, and procurement irregularities, benefiting a network of connected individuals and companies at the expense of struggling farmers and taxpayers.
According to sources close to the investigation, the latest arrests relate to payments made under questionable circumstances, with investigators probing whether services were overpriced, improperly awarded, or in some cases never delivered at all.
ACB Sends Warning as the Net Widens
The ACB has made it clear that the arrests are not the end, but rather part of a widening crackdown. The Bureau has issued a stern warning to other suspects believed to be implicated in the scandal, urging them to voluntarily surrender as investigations intensify.
“This investigation is progressing, and more action should be expected,” the statement cautions—signaling that politically and economically powerful figures may soon find themselves in the Bureau’s crosshairs.
Political Accountability Under Scrutiny
As the Greenbelt saga continues to unfold, it is increasingly raising uncomfortable political questions about oversight failures, institutional capture, and entrenched impunity within state-run enterprises.
For years, the Greenbelt Authority was presented as a flagship vehicle for agricultural transformation. Today, it stands as a symbol of how grand national projects can be weaponized for personal enrichment when accountability mechanisms are weak or deliberately undermined.
Ordinary Malawians Pay the Price
While suspects allegedly feasted on public resources, ordinary Malawians have continued to endure rising food prices, erratic harvests, and chronic poverty—ironically the very problems the Greenbelt initiative was meant to solve.
The unfolding arrests have reignited public anger and calls for full asset recovery, prosecution without fear or favor, and systemic reforms to prevent similar scandals in the future.
As the ACB tightens its grip, the Greenbelt scandal is no longer just a corruption case—it is a defining test of Malawi’s commitment to accountability, justice, and the rule of law.
