Mutharika Announces Partial Cabinet: Enoch Chihana Named Second Vice President

Lilongwe, Malawi – October 2025:
President Professor Arthur Peter Mutharika has unveiled part of his new Cabinet, signaling a new phase in his administration’s leadership structure. The announcement, made from Kamuzu Palace in Lilongwe, includes key appointments across government ministries and security institutions.

Key Appointments in the New Cabinet

Among the notable changes, Enoch Chihana has been named Second Vice President, marking his official return to the political frontline. The appointment is seen as a move to strengthen national unity and broaden political inclusivity within Mutharika’s administration.

Joseph Mwanamvekha has been appointed Minister of Finance, bringing back a familiar face with vast experience in economic and fiscal management. Mwanamvekha previously served in the same capacity during Mutharika’s earlier administration.

Mutharika vows to see discipline and sanity in government

Meanwhile, Justin Saidi becomes the Chief Secretary to the President and Cabinet, taking over the responsibility of coordinating government operations at the highest level.

Foreign Affairs, Defence, and Internal Security

George Chaponda, a senior member of the Democratic Progressive Party (DPP), has been appointed Minister of Foreign Affairs. His return to Cabinet marks a comeback for one of Malawi’s seasoned diplomats and political strategists.

Alfred Gangata has been named Minister of State, a position that places him close to the Presidency and key policy-making processes.

In the security sector, Lieutenant General George Alexander Jaffu has been appointed Commander of the Malawi Defence Force (MDF), while Richard Luhanga is now the Inspector General of Police (IGP). These two appointments reflect Mutharika’s emphasis on strengthening the country’s defence and internal security institutions.

What the Appointments Mean

Political analysts say these appointments reflect President Mutharika’s desire to combine experience with loyalty as he seeks to stabilize his administration and deliver on his promises. The inclusion of Enoch Chihana, in particular, is being viewed as a strategic alliance-building effort that could reshape Malawi’s political landscape.
