By Francis Phiri Colleen Zamba is the first born in a family of six Children. She was born to Skeffa Thom Zamba and Felestia Zamba who were both Teachers. Her father was the first Malawi Congress Party-Member of Parliament for Dowa. Collen did her primary school at Kongwe and Mvera in Dowa before being selected to Lilongwe Girls Secondary School. She later proceeded to study for a Bachelor of Social Science (Economic) from University of Malawi-Chancellor College in 1985. She currently holds a Masters in Philosophy Economic Planning obtained in 1989 from University of Glasgow, Scotland, United Kingdom where she awarded as a best students and a Post Graduate Diploma in Development Policy obtained 1988 from University of Glasgow, Scotland. Public Appointments Committee of Parliament-PAC has officially written Speaker of the National Assembly, Catherine Gotani Hara on the failure by the Colleen Zamba-led NOCMA Board to appear before the committee following its summon. PAC Chairperson, Joyce Chitsulo has disclosed this; saying she wrote the Speaker on Friday. She quotes Parliamentary Standing Order 163 {3} which requires the matter to be reported to the Speaker's office where there is suspected contempt of parliament. The Anti-Corruption Bureau–ACB is regarding revelations on dubious fuel contract deals as a complaint worth probing. Former Acting CEO of the National Oil Company of Malawi–NOCMA Hellen Buluma yesterday made shocking revelations that she was pressurized to sign dubious contracts. Buluma appeared before the parliamentary Appointments Committee-PAC on issues relating to her recruitment and apparent resignation. She said the Secretary to President and Cabinet–SPC Collen Zamba had been forcing her to allegedly offer fuel supply contracts fraudulently. Buluma further tells the Public Appointments Committee of Parliament that Zamba again introduced her to a lady called Evalister Kamwangala to act as a broker between Abu Dhabi Oil Company of the United Arab Emirates for fuel supply contracts. She says she was surprised with the development as she had earlier been linked to be talking to the foreign company's CEO. The former NOCMA acting CEO, Hellen Buluma says NOCMA board chairperson, Collen Zamba told her there was someone called Chief who would want to work with the company. She tells PAC that the Chief, whom she concluded was from Nigeria, had told her that she had discussed everything with Zamba and what remained was her {Buluma's} signature. Buluma says she told Zamba that this was not proper and that they needed to follow all the necessary procurement procedures. She says Zamba kept pushing her to accept the Chief's proposal.
