The nationwide celebration that followed Former President Arthur Peter Mutharika’s declaration of free primary and secondary education in all government schools has taken a worrying twist, as reports indicate that school funds and various contributions have been increased in several learning institutions.
The development contradicts the spirit of the free education policy, which was aimed at ensuring that no child in Malawi is denied access to education due to financial challenges. Instead, parents and guardians are now expressing frustration, saying school committees are introducing and increasing fees under various labels, making it difficult for many students to continue their education.
According to community complaints gathered by Malawi Freedom Network, some schools are allegedly charging higher development funds, security fees, uniforms contributions, and other hidden costs, pushing vulnerable students to the brink of dropping out.

Chief Editor of Malawi Freedom Network, Suleman Chitera, has called upon State President Arthur Peter Mutharika and the Minister of Education Hon Bright Msaka and relevant authorities to conduct a thorough investigation into what he described as “a coordinated attempt to undermine free education and exploit poor families.”
“This is daylight exploitation. What is happening in these schools is equivalent to stealing from Malawians. Free education should mean exactly that — free. We cannot allow school committees to sabotage government policy and destroy the future of students,” said Chitera.
He further noted that the increasing school funds are contributing to a rise in school dropout rates, especially among children from low-income households.
Call for Government Action
Education activists have also echoed the call, arguing that if left unchecked, the situation will reverse the gains Malawi has made in promoting universal education.
Parents are appealing to the Ministry of Education to:
Standardize school fund policies
Audit school committees and management teams
Ensure transparency and accountability
Protect students from illegal financial barriers
