BLANTYRE — Heads of Malawi’s statutory corporations have been challenged to move beyond routine administration and demonstrate clear, measurable results that directly benefit citizens.
The challenge has come from Minister of Information and Communications Technology Dr. Shadric Namalomba, who says leadership of public institutions must be judged not only by plans and policies, but by what those institutions actually deliver.
Namalomba was speaking in Blantyre on Thursday during an interface meeting with Chief Executive Officers and Directors General of parastatals.
He said the institutions remain central to Government’s efforts to improve public services and advance the country’s digital transformation ambitions under Malawi 2063.
The Minister placed particular emphasis on performance, accountability, integrity, innovation and good governance, urging institutional leaders to ensure their operations remain aligned with national priorities.
He also called for adherence to reporting structures, timely submission of reports, stronger collaboration among institutions and greater support for investment mobilisation.
According to Namalomba, the Government is pushing ahead with the National Digitalisation Policy as part of efforts to modernise public services, increase efficiency and widen access to services.
He said this agenda requires strong leadership capable of turning Government policies into practical outcomes for ordinary Malawians.
“Leadership of a public institution is a privilege with profound responsibility. I expect every head of a parastatal to lead with integrity, respect Government protocols and deliver measurable results,” Namalomba said.
While assuring the institutions of continued policy support from his ministry, Namalomba made it clear that Government support must be matched by effective implementation at institutional level.
Deputy Chief Secretary to Government and Controller of Statutory Corporations Stuart Ligomeka echoed the call for stronger cooperation, urging parastatals to work collectively rather than operate in isolation.
MACRA Board Chairperson Counsel Chancy Gondwe said the ultimate measure of public institutions should be the value they create for Malawians.
He argued that ICT has evolved into a critical driver of development across virtually every sector and should therefore be used to produce tangible improvements in people’s lives.
Gondwe said MACRA would work towards creating a regulatory environment capable of attracting investment while promoting affordable digital and communication services.
He further challenged other public institutions to expand connectivity, modernise their operations and ensure technology becomes a practical tool for improving service delivery.
The meeting comes as Government places increasing emphasis on digitalisation as a means of transforming public-sector operations and supporting the long-term development objectives outlined under Malawi 2063.
