Lilongwe, July 24, 2025 — The Independent Complaints Commission (ICC) has called for a full-scale criminal investigation into the violent incidents that marred the Citizens for Credible Elections (CfCE) demonstration on June 26, 2025.
ICC Commissioner Christopher Tukula has urged the Inspector General of Police and the Director of Public Prosecutions (DPP) to act swiftly in identifying, arresting, and prosecuting all those responsible for the violence. He emphasized that perpetrators should be brought to justice based on available video footage and eyewitness accounts.
“Our findings clearly point to both operational and tactical failures in the security arrangements during the demonstration,” said Tukula. “There is enough evidence to begin immediate prosecutions, and we expect action.”

The demonstration, held in Lilongwe, turned chaotic when violence erupted despite the presence of security personnel. Several individuals, including protest leaders and journalists, were assaulted by unidentified attackers.
Tukula warned that should the authorities fail to take appropriate action, the ICC will escalate the matter by reporting it to Parliament.
This development raises fresh concerns about the protection of civil liberties and the role of law enforcement in ensuring public safety during democratic expressions such as protests and demonstrations.
