LILONGWE, Malawi – Speaker of the National Assembly Sameer Sulaiman has established a special parliamentary committee to investigate the challenges preventing businessman Napoleon Dzombe from establishing a fertiliser manufacturing plant in Dowa District.Government Ready to License Napoleon Dzombe’s Fertilizer Plant Once Regulatory Requirements Are Met
The move follows concerns raised in Parliament by Lilongwe Likuni Member of Parliament Kelvin Mphande, who questioned the obstacles and administrative processes that have stalled the ambitious investment project.
Responding to the matter, Suleiman announced that the committee has been tasked with examining the issues surrounding the proposed fertiliser factory and recommending possible solutions to ensure the project can proceed.Napoleon Dzombe: The Making of a Patriotic Industrialist in Malawi
The committee comprises several Members of Parliament, including Ackim Kumwenda, Francis Kasaila, Felix Njawala, Nancy Tembo, Aisha Adams, Catherine Gotani Hara, Abdul Karim and Khadija Leah Chunga, among others.
According to Suleiman, the committee will officially begin its work on Wednesday, 15 July 2026.

The proposed fertiliser plant is viewed as a potentially significant investment that could boost local fertiliser production, create jobs and reduce Malawi’s reliance on imported fertiliser, making the committee’s findings highly anticipated by lawmakers, the agricultural sector and the public.
