NKHOTAKOTA, Malawi — The Concerned Citizens of Malawi – People Power Movement (CCM-PPM) has called for immediate government intervention at Nkhotakota District Council amid allegations of systemic corruption, financial mismanagement and delays in development projects.
In a press statement dated 16 September 2026, the organisation said the allegations directly implicate the Council Chairperson and senior administrative officers, and argued that the situation requires an independent investigation by relevant state oversight institutions.
CCM-PPM said public funds allocated to local councils are intended to support essential services and community development, including healthcare, water, infrastructure and other development programmes.
The organisation therefore wants authorities to establish how public resources have been managed at the council and whether financial allocations and development projects have been handled in accordance with public finance requirements.
Calls for Independent Forensic Audit
At the centre of CCM-PPM’s demands is a comprehensive independent forensic audit covering financial allocations, locally generated revenue and expenditure on development projects during the tenure of the Council Chairperson.
The organisation has called on the Ministry of Local Government, the National Local Government Finance Committee (NLGFC), the Auditor General and the Anti-Corruption Bureau (ACB) to take action on the matter.
The proposed audit, according to CCM-PPM, should provide a detailed examination of the council’s financial transactions and project expenditure and help establish whether public funds have been properly accounted for.
Calls for Officials to Step Aside
CCM-PPM has also demanded that the Nkhotakota Council Chairperson and administrative officers who are implicated in the allegations temporarily step aside while investigations are conducted.
The organisation argues that such an arrangement would allow state law enforcement and oversight agencies to conduct their work independently and without interference.
However, the statement itself acknowledges the presumption of innocence and does not establish that the individuals named or referred to have committed any wrongdoing.
Pressure Over Delayed Development Projects
The group is also demanding full disclosure concerning development projects that have allegedly been delayed in Nkhotakota.
It wants authorities to publish information showing the status of the affected constituency and district development projects, the funds disbursed for them and the reasons for any delays.
Such disclosure, the organisation argues, would allow residents and other stakeholders to understand how development resources have been allocated and what has happened to projects intended to benefit communities.
CCM-PPM Gives Authorities 14 Days
CCM-PPM has given government oversight institutions a 14-day deadline to provide citizens of Nkhotakota and the wider nation with a formal update on the proposed interventions.
The organisation warned that if authorities fail to act within the stated period, it will mobilise citizens to exercise their constitutional rights through peaceful public demonstrations.
The group said its proposed action would be aimed at demanding accountability rather than abandoning constitutional and lawful processes.
Constitutional Oversight Cited
In making its demands, CCM-PPM referred to several provisions of the Malawi Constitution concerning public finance, local government oversight and public accountability.
The organisation cited Section 149, which it says provides for the National Local Government Finance Committee’s role in examining and supervising the accounts of local government authorities.
It also cited Section 184 in relation to the independent oversight role of the Auditor General and Section 12 concerning public office as a trust held on behalf of Malawians.
CCM-PPM said these constitutional principles underscore the need for transparency and proper management of public resources.
A Call for Transparency
The organisation maintained that resources belonging to local communities should be directed towards development and public services rather than personal benefit.
It has consequently called for the relevant institutions to establish the facts surrounding the allegations and ensure that any person found to have violated the law or mismanaged public resources is held accountable through the appropriate legal processes.
CCM-PPM said it would continue monitoring the situation until what it described as accountability and institutional integrity are restored at Nkhotakota District Council.
