The Second Deputy Minister of Homeland Security, Norman Paulosi Chisale, has issued a stern warning to corrupt officers at the Department of Immigration, declaring that the era of bribery and impunity must come to an end.
Speaking during an early morning inspection at the department’s headquarters in Lilongwe, Chisale did not mince words. He confronted both officials and members of the public, making it clear that corruption is one of the main drivers behind Malawi’s long-standing passport delays.
Chisale assured applicants that the administration of Arthur Peter Mutharika is fully committed to fixing the passport crisis and restoring efficiency and integrity at Immigration offices. He stressed that government reforms will fail if public servants continue to sabotage systems for personal gain.
In a direct message to Immigration officers, Chisale warned against demanding bribes from desperate Malawians, describing the practice as theft from citizens and betrayal of public trust. He reminded officers that wearing a uniform does not place them above the law.
The Deputy Minister went further, calling on all citizens who have been asked to pay bribes to report such cases and provide evidence. He said law enforcement will not shield any officer found guilty, regardless of rank or connections.
Chisale’s visit sends a strong signal: corruption at Immigration is no longer business as usual. Either officers clean up their conduct, or the law will catch up with them.
