Today, however, there is a growing public perception that the National Assembly is becoming more assertive in fulfilling its constitutional mandate, with many observers attributing this shift to the leadership of Speaker of Parliament, Right Honourable Sameer Suleman.

Since assuming office, Suleman has presided over parliamentary proceedings that supporters say have been marked by greater discipline, firmer enforcement of parliamentary rules, and stronger scrutiny of government business. They argue that these developments are helping restore public confidence in one of Malawi’s three branches of government.

Under Malawi’s Constitution, Parliament is responsible for enacting laws, approving public expenditure, representing the people, and holding the Executive accountable. Supporters further believe that if Malawi had consistently enjoyed parliamentary leadership committed to impartiality, accountability, and institutional independence over the past five decades, the country’s democratic and governance landscape might have advanced even further.

As with any public office, assessments of the Speaker’s performance differ. While supporters praise his stewardship and commitment to impartial leadership, others may hold different perspectives. Nevertheless, many Malawians believe the current Parliament has demonstrated that, under determined and impartial leadership, the institution can become a powerful engine for accountability, democratic governance, and national development.
